Description:

The Los Angeles County Office of Education, Head Start – State Preschool Program, has an immediate opening for an Assistant Director of Fiscal Operations. Our Head Start Program is the largest in the nation and contracts with 26 delegate agencies that employ a staff of more than 3,000 people to provide services directly to children from birth to five years old and their families within diverse communities throughout Los Angeles County.

The Assistant Director, Head Start – State Preschool, Fiscal Operations is charged with the oversight of a large work unit responsible for fiscal and business operations, preparing and administering the division budget, coordinating the fiscal monitoring and overseeing the budget of delegate agencies, and developing and evaluating financial procedures and systems for the grantee office and delegate agencies.  The incumbent in this position will also be required to make presentations to the Superintendent, Board of Education, and LACOE Head Start Policy Council.

Experience:

The position requires knowledge of principles and practices of financial management including budget development and administration, accounting, and auditing; methods of financial analysis; business operations and administrative practices; records access and retention requirements; procurement and contract administration; financial information systems; and principles and practices of supervision and management within organizations.

A qualified candidate must be able to plan and organize the work of others; make complex decisions; present technical information to various audiences; evaluate the performance of others; implement methods of ensuring accuracy and thoroughness; communicate effectively and persuasively, both orally and in writing; establish and maintain effective and cooperative working relationships with a variety of individuals, groups and organizations; use a personal computer; and model communication and interaction that respects and includes all individuals and their languages, abilities, religions and cultures.

Education:    A bachelor’s degree with coursework in business administration, public administration, accounting or a closely related field from an institution of higher learning accredited by a regional accreditation association as recognized by the Council for Higher Education.

Experience:    Five years of management level experience providing financial, business, and administrative services in a social services or educational organization.  Head Start experience is desirable but not required.
